Uncertainty of measurement is the doubt that exists about the result of any measurement.

In essence, from a sample testing perspective, the uncertainty of measurement is needed to determine a pass or fail and the quality of that result.

In general, no measurement or test is perfect and the imperfections (such as variations due to operator or measuring systems) may give rise to error of measurement in the result.
